In 2011, the Government will continue to promote and consolidate the popularisation of sports policies via diverse sport for all activities, fitness and recreational classes and summer activities, with a view to encouraging residents to more actively participate in physical sport and expand the scope of public participation. It will provide all-round support for the development of local sports associations in order to establish multi-sports training centres, actively cultivate outstanding sports talent, and promote the professional development of competitive sports. In addition, it is committed to continuously optimising the management of sports facilities, implementing environmentally friendly and energy saving measures and constructing a quality sports space. The Government will also endeavour to cement closer ties and connections between Macao and overseas sports bodies and further promote local sports development by organising various large-scale international sports events and developing international multi-lateral co-operation.
Cultivate a Healthy Lifestyle with Diverse Sport for All Activities
In the upcoming year, the Government will continue to host a wide variety of sports for all activities targeting residents from different backgrounds, to expand co-operation with non-governmental institutions, to enrich the scope of sport for all activities and fitness and recreational classes together with the promotion of scientific sports training, with the aim to encourage residents participation in sports training in an organised and systematic condition and to propagate a healthy lifestyle.
By organising large-scale competitions and activities and launching the Public Sports Facilities Network and ‘Sport Easy’ programme, the Government seeks to enable residents to experience the pleasure of watching competitive events and the fun of participating in sports, thereby arousing more residents’ interest in participating in physical sports.
Continuous Improvement of Training System and Promotion of Competitive Sports
The Government continues to invest resources, support and assistance in the comprehensive development of competitive sports. It will strengthen co-operation with the different sports associations via financial and technical support by, for example, launching various training courses to enhance the management level of the associations and aid them in achieving better development. It will continue to implement the policy of introducing to Macao foreign professional coaches in particular fields according to the real situation of local competitive sports in order to reach a win-win situation of training local athletes and cultivating local professional coaches. In addition, the Government will continue its elite sports athletes programme and sponsor potential athletes to conduct all-round professional training.
It will continue to optimise training conditions and environment, actively following up on the construction of the multi-purpose training hub. On the basis of developing existing youth sports training academies, it plans to construct more youth sports training academies for various sports in order to provide teenagers with potential long-term systematic training, cultivating excellent talents for the sustainable development of competitive sports and promoting the professional development of competitive sports.
It continues to support athletes to participate in international competitions and training in order to enhance training results. In the upcoming year, the Government will participate in large-scale multi-sports games, including the Arafura Games, International Children’s Games, Universiade, National City Games, and Asian Indoor Games, etc, providing local athletes and sports personnel with exchange and observation opportunities.
Participate in International Sports Activities and Promote the Image of a Healthy City
The Government continues to host international sports events in order to offer local residents an opportunity to appreciate high-standard competitions and create a sports atmosphere to arouse residents’ enthusiasm for sport.
In 2011, the Government will continue to host a number of large-scale international sports competitions including the International Dragon Boat Races, FIVB World Grand Prix Final and International Marathon.
In addition, the Government will participate in various large-scale multi-sport games in foreign countries and continue to support and encourage various sports associations to engage in international sports activities, competitions and meetings plus works of international sports organisations to enhance connections and communications with local and overseas sports organisations, thereby developing a co-operative relationship in sports and promoting the internationalisation of sport in Macao SAR. Furthermore, through participation in various events, the Government can introduce the development of Macao sports to foreign countries and disseminate the image of Macao as a healthy city.
Promote the Concept of Scientific Sports Training and Increase Awareness of Physical Fitness and Healthcare
The Government will conduct follow-up work for the 2010 Macao Residents Physical Fitness Monitoring & Assessment including the publication and compilation of the study report. Based on the 2010 monitoring results, the study will be compared with 2005 data and synchronous data from the Chinese mainland. Based on the comparative results and the problems reflected, the study will then analyse the factors influencing the physical condition of Macao residents, in order that the Government may better discuss with relevant co-operative organisations certain strategies and measures to improve local residents’ physical fitness and facilitate the initiation of various promotional work.
Moreover, in order to further disseminate information on physical fitness and health to residents, the Government will continue to provide a physical fitness test service for residents at its core service point in the Sports Medical Centre. It will integrate sport for all activities and use text, electronic and promotional means to strengthen the promotion and knowledge of scientific physical training in order to enable more residents to understand the functions and meaning of scientific physical training, thereby guiding them to be more concerned about their health and increase their health standard via physical sports.
To co-ordinate with the development of competitive sports and provide athletes with medical assistance and supervision, the Government will launch the annual test on a routine basis. In addition, it will assist athletes to enhance their competitiveness by providing evaluations on physical functions, physiology, psychology and nutrition plus trauma and rehabilitation treatment services.
Enhance Sports Facilities Management and Build an Optimal Space for Sports
Dedicated to expanding the Public Sports Facilities Network, the Government seeks to redesign the space of its current facilities and actively co-operate with various units and organisations to include more sports facilities in the Network and expand the available space of the Network. In this regard, the Government will co-operate with colleges and universities of higher education to collect data related to all sports facilities in Macao in order to compile an atlas and establish a relevant website for these facilities.
By organising various courses, seminars, demonstrations and qualification examinations, the Government will continue to provide training for venue management personnel and enhance the level of facilities management.
The Government will actively follow up on the improvement, construction and reconstruction projects of sports facilities and formulate a long-term maintenance programme to extend the life cycle of the facilities. In terms of maintaining or replacing equipment, the Government will gradually utilise environmentally friendly facilities promoting energy and water conservation, introducing environmentally friendly and energy saving designs. In addition, it will continue to optimise facilities for the disabled in order to cater to the needs of the disabled participating in physical sports.
